Countries will be facing increasing threats of "hybrid repression" in the months ahead, ...with elements within law, tech, and economics combining their efforts to undermine democracy. In order to tackle this, we need to invest in coalitions and distributed campaigns that are more resilient to crackdowns.
This was one of the key messages from AL Co-CEO Blair Glencorse at the International Democracy Day #Brussels Conference today. #IDD Brussels is an annual event that gathers leading voices in democracy, governance, and civic engagement.
"Authoritarian playbooks now combine restrictive laws, platform manipulation, and financial/contract pressure. In India, NGOs face a mix of restrictive laws, digital surveillance and financial blockages— a triple squeeze many other countries are adopting, including the US these days," he shared. It's critical to invest sustainably in youth networks, local coalitions, and distributed campaigns, which tend to be more resilient than big single-location projects.
Blair also called for coalition underwriting and insurance mechanisms like political risk insurance, legal defence pools, and relocation funds underwritten collectively by EU member states, foundations and INGOs to cover emergency costs for lawyers, safehouses, and relocation of activists where necessary.
"Another big lesson is that we need to normalize conversations about
consolidation in our field, to protect the value that we have created even if
some organizations don’t survive in their current form," he added.

Accountability Lab co-CEO Blair Glencorse joined other anticorruption and finance experts, as well as key government decision makers to shape the agenda for the UK government’s Illicit Finance Summit.
As a premier financial center, the UK has a responsibility and the expertise to drive change by:
🔲 Closing beneficial ownership loopholes by mandating disclosure for trusts, linking property and ownership data, and promoting global data standards.
🔲 Expanding international asset recovery alliances and creating transparent mechanisms to return stolen funds
🔲 Forming a coalition of global property hubs to share data and best practices for preventing money laundering through real estate.
Ultimately, these technical solutions hinge on a more human challenge: fostering cross-border cooperation and political will necessary to turn policy into practice. It’s about building a system that works for everyone.
